In 1950s, Taiwan is still in the computer illiterate period. Dr. Clement C.P. Chang have visited United States several times. He considered that the rapid development of computer technology will have tremendous impact in the future. If we fail to spread IT education and promote IT industry in the coming years, we will certainly face the harsh test of the environment. Therefore, Tamkang University must overcome all the difficulties, set up information center and information departments, implement the information education, and promote application of information technology.
Dr. Clement C.P. Chang, who was the founder of Tamkang University, created the Office of Information Services in August 1968. During his tenure, Dr. Chang was also the President of Tamkang College of Arts and Sciences. The Center, which was previously named the Computer Science Building, was the first computer institution ever established among all levels of academic institutions in Taiwan. August, 1980, the computer institution was renamed the Information Processing Center and in August of 2011, the center was renamed Office of Information Services.
